Taylor scored the Badgers' last eight points as Wisconsin (8-1) emerged from a game that featured an offensive explosion over the final 6 1/2 minutes.
The teams combined to hit nine 3-pointers, including six straight to open the stretch.
The Seahawks (7-2) tied the score at 51-51 on Todd Hendley's basket with six seconds left.
After a time out, Taylor took the inbounds pass, drove the length of the court and pulled up at the right wing, hitting the shot as time expired.
Taylor had given the Badgers the lead twice earlier in the final minute, on a three-point play and a pull-up jumper. He finished with 13 points.
Alando Tucker scored 15 points to lead Wisconsin.
Tucker's 3-pointer with 6:28 left tied the score at 35-35 and set off a flurry from beyond the arc.
T.J. Carter, who scored 19 points for North Carolina-Wilmington, answered with a 3-pointer, which was the first of three straight for the Seahawks, each coming after a Wisconsin 3-pointer.
